Place-Based networks for Birmingham and Solihull

Background and Context

Integrated care systems (ICSs) are geographically based partnerships that bring together providers and commissioners of NHS services with local authorities and other local partners to plan, co-ordinate and commission health and care services. They are part of a fundamental shift in the way the health and care system is organised – away from competition and organisational autonomy and towards collaboration, with health and care organisations working together to integrate services and improve population health. ICSs have been developing for several years – the Health and Care Bill will put them on a statutory footing from April 2022. (Read more on The Kings Fund website)

As we know, the Voluntary, Community, Faith and Social Enterprise (VCFSE) sector is an essential system transformation, innovation and integration partner.

It is a vital cornerstone in progressive health and care systems and has a key role to play in:

ICS governance and decision making arrangements
Supporting the capability and functions of ICS’s to deliver integrated care
System, strategic, workforce and operational plans
Shaping, improving and delivering services and developing and delivering plans to tackle the wider determinants of health
Population Health Management - capturing and sharing data, intelligence and insight into the needs of people and communities

To support the VCFSE sector’s role in the ICS, a programme is now underway for Birmingham and Solihull’s Integrated Care System. This will focus on embedding the VCFSE sector into the ICS through Place-Based Networks (building on existing structures) that will form a VCFSE Alliance for Birmingham and Solihull.

This will be supported as follows:

Birmingham Voluntary Service Council (BVSC), Birmingham and Solihull Clinical Commissioning group (BSoL CCG) and other partners in the ICS, will be working collaboratively with the VCFSE sector to develop the networks Birmingham’s five places (as identified under the ICS) – further details below.
Warwickshire & Solihull Community and Voluntary Action (CAVA), Birmingham and Solihull Clinical Commissioning group (BSoL CCG) and other partners in the ICS, will be working collaboratively with the VCFSE sector to develop the network for Solihull as one place – who will share details separately.

Place Based Meetings – taking place in December!

In the first two weeks of December, BVSC will be holding a kick-off session for each of the five places in Birmingham. These meetings are for Voluntary, Community, Faith and Social Enterprise organisations and groups, based in each of the places, to attend and find out more!

Aims and purpose of the initial sessions:

Provide an update on recent and upcoming developments of Birmingham and Solihull’s Integrated Care System, which is due to become a statutory body from April 2022.
Discuss the purpose and aims of the placed-based networks and alliance, and the important role of embedding the VCFSE sector into the ICS.
Explore the identity, function and representation of each VCFSE Network in place.
Look at next steps in taking this forward.
