The Inclusion Health Living Library initiative is a new programme designed to bring together system leaders, practitioners and voluntary sector partners with people who have direct lived experience of exclusion and inequality.

The aim is to move beyond storytelling and ensure that lived experience plays a meaningful role in tackling stigma and discrimination, shaping services, influencing system change and informing more inclusive approaches for better health outcomes across Birmingham.

The Living Library is being delivered on behalf of Birmingham City Council’s Public Health division by BVSC, and together we’re seeking proposals from suitably qualified academic or evaluation organisations to independently evaluate it.

The evaluation will generate robust, actionable evidence on the programme’s development, delivery, impact, and system relevance, with a particular focus on the experiences of Subject Matter Experts with lived experience of multiple disadvantage and exclusion.

The total budget available is £16,500. We welcome proposals from organisations with demonstrable expertise in applied public health, inclusion health, co-production, and independent evaluation. For further information and details about how to submit your proposal, please see the attached specification.

The deadline for proposals is Monday 27th July 2026

We’re happy to arrange an initial conversation to discuss any queries you have that will support you to develop your proposal. We particularly welcome proposals from evaluators with lived experience of severe health inequalities and/or multiple and complex disadvantages.
