Landlord Liaison Officer

ACCOUNTABLE TO:                            Housing Services Manager

OFFICE BASE:                                      Highgate

To work within the Resettlement Team.

 

  • To assist vulnerable clients, who are homeless and where there is no duty owed under homelessness legislation, to identify and secure suitable private & social rented accommodation.
  • To source private & social landlords and letting agents and to build and maintain professional working relationships with them
  • To provide a flexible and responsive service to landlords and clients throughout the lettings process
  • To manage a fluctuating caseload of clients and support clients effectively to deliver positive outcomes
  • To work within a coaching framework, imparting skills to clients to improve their ability to maintain a tenancy

 

MAIN DUTIES WITHIN THE JOB

Pre-tenancy tasks

  1. To take pre-assessed referrals from our in-house resettlement team
  2. To complete affordability calculations with clients preparing to move into private & social rented accommodation
  3. To contribute towards an action plan with each client in collaboration with their Key Worker where appropriate
  4. To contribute towards risk assessments and ensure that appropriate risk management strategies are in place
  5. To assist with the planning and delivery of pre-tenancy workshops and ensure that clients attend these
  6. To encourage peer support and involvement opportunities within the workshop groups to widen the support networks for clients to promote independence and tenancy sustainment
  7. Sourcing referrals into the hostel from Voluntary & Statutory agencies (Prisons, Probation Service and Homeless Networks) across Birmingham.

Establishing Tenancies

  1. To provide support to clients to help them identify suitable properties including searching for properties in papers and websites as well as contacting private & social landlords and letting agents
  2. To arrange and accompany clients to viewings of properties
  3. To support clients in negotiating with landlords where appropriate, including that the property meets minimum safety standards and is well maintained
  4. To agree on rents with landlords, including negotiating rents within LHA rates, prior to clients taking up the tenancy
  5. To make or assist with funding applications, budgeting loans or charitable grants as appropriate and/or liaise with local authority housing departments or social services
  6. To ensure that clients fully understand their rights and responsibilities of their tenancy agreement prior to commencement of the tenancy
  7. To assist clients to set up regular rent payments to their landlord e.g. standing orders
  8. To assist clients to make a housing benefit application and arranging direct payments to the landlord where appropriate
  9. To accompany clients to the tenancy, sign up and take lead responsibility with the practicalities of setting up the tenancy (e.g. tenancy agreement, inventory, housing benefit claim/direct debit etc)
  10. To identify additional support needs of clients and make appropriate referrals to specialist agencies as required
  11. To prepare reports and case studies at the end of support and as required
  12. To promote client consultation and involvement as a core function of the role

Landlord Liaison tasks:

  1. To build up a portfolio of private & social landlords and letting agents willing to let properties to vulnerable clients
  2. To be the main contact and to develop strong pro-active relationships with private & social landlords and letting agents
  3. To creatively address barriers by landlords accepting benefit claimants, through negotiation and relationship building
  4. To be the conduit between landlord and client at all stages of the process from the pre-tenancy stage until move-in
  5. To provide advice to landlords on legal obligations, e.g. deposit protection, tenancy agreements or other good practice information about letting and property management
  6. To assist landlords with pre-tenancy administration tasks (e.g. tenancy agreements, inventory, housing benefit claim/direct debit)
  7. To attend relevant network meetings and forums
  8. To offer advice to landlords around issues with challenging tenants

Other generic tasks:

  1. To contribute to the networking and promotion of the scheme within the West Midlands and with external agencies
  2. To maintain electronic files and appropriate recording in line with St Anne’s client database recording/protection policy
  3. To observe the quality of standards within the service and abide by policies and procedures
  4. To adhere to all the policies set by the charity - specifically, Equal Opportunities, Confidentiality, Data Protection, Safeguarding Children & Adults, Integrity at Work
  5. To ensure the health and safety for yourself and the client whilst working
  6. To be able to set clear boundaries and work within the confines of the professional role

  9. To participate in team meetings as required
  10. To participate in any office duty cover systems as required by managers
  11. To have a flexible and imaginative approach to service provision
