Quality Standards Co-ordinator (Exempt Accommodation) Overview Over the last decade, the structures and processes underpinning the housing market have led to increasing homelessness and insecure poor quality accommodation. Passivity and the absence of effective regulation penalises some of our most vulnerable citizens. Whilst this is a national issue, many of the resolutions sit within local systems. Increasing use of ‘exempt accommodation’ to house vulnerable people has been an accelerating trend across the last decade. Both commissioned and non-commissioned provision have successfully averted homelessness. However, our focus is on the non-commissioned provision that forms the majority of the offer as currently the accommodation is without any external assessment, or assurance that the minimal support, care and supervision is being provided. Aside from the direct impact on vulnerable citizens, Birmingham City Council has formally recognised the wider implications of increasing use of exempt accommodation. These include: 1. Additional pressures on statutory agencies 2. Reduced public safety 3. Loss of private rented sector homes. 4. Increase in referrals from outside of the city. 5. Loss of economic independence of residents and tenants 6. Poor alignment with ‘care, support and supervision’ needs for individual residents. To address these challenges we all need to work as partners in improving the housing in the city. The Quality Standards alongside the ‘Charter of Rights’ aims to support this complex issue. We are recruiting for the following role: Quality Standards Co-ordinator (Exempt Accommodation) SO2 SCP 32 (£28,203) 35 hours per week 6 month fixed term contract with possibility of extension Location: Blend of home working, Central Birmingham Office Based and Community Visits)The quality standards framework around non-commissioned exempt accommodation is a new approach with an aim to create consistency and transparency for current or potential residents and referring agencies. You will play a pivotal role in the co-ordination and delivery of quality standards for exempt accommodation and associated activity. You will act as the point of contact for providers to advise, guide and support on the aims and delivery of the Quality Standards.With a robust understanding of the experience of people within exempt accommodation in Birmingham, the successful candidate will be responsible for the development and ongoing maintenance of a robust quality management framework through Co-production with partners. The successful candidate will be required to support a delivery plan for the work including, milestones, outputs, outcomes and potential new priorities, as well as to co-ordinate the activity associated with the quality standards that supports the ongoing financial sustainability of the project. This will involve desktop reviews and onsite visits against the quality standards.ABOUT YOU The ideal candidate will be forward thinking, proactive and driven to achieve positive outcomes. You will have excellent communication, and organisational skills, ideally with experience in engaging with the housing sector and/or assessment of quality standards within a support setting. A proven ability to adhere to processes and set standards or performance management. Work well both independently and as part of a team.
